Administrations are not simply executors of a uniform state law. They are entangled in different interests and power constellations and are therefore exposed to different normative influences. Individual civil servants have to deal with different normative requirements, and conflicts can arise between authorities that obey different normative rationalities. The diversity of multinormative constellations in 19th- and 20th-century administration is the subject of the contributions in volume 5 of the journal Administory.
